The report returns OPEN, OPEN WITH CONDITIONS, CONTESTED or INSUFFICIENT DATA.

A missing result may mean no match, an unavailable provider or a coverage gap. UNCLMD keeps those states distinct so that absence is never misrepresented as availability.
